Menlo Worldwide said it will buy Cougar Logistics Corporation Ltd. for $33.9 million, including a $28.2 million cash payment to Cougar and the assumption of $5.7 million in debt. The gap in logistics know-how between China and the West remains large in management, training and IT applications, says Luo Kaifu, vice president of the International Federation of Freight Forwarders Associations (FIATA).
