Russia-based VTB Group, the administration of Saint-Petersburg and Fraport AG Frankfurt Services Worldwide signed a memorandum of intentions to develop Pulkovo Airport into an international transport hub. The memorandum is signed following the results of the tender to sign an agreement with the government of Saint-Petersburg on public private partnership.
