Singapore and the Philippines signed a Memorandum of Understanding (MOU) to upgrade and further liberalise international air services between both countries. Philippine Airlines on Monday named Stanley Ng, a pilot and the son-in-law of the company's tycoon owner Lucio Tan, as its acting president and chief operating officer.
