Airport Authority Hong Kong (AAHK) thanks the Chief Executive for putting forward a range of measures in Hong Kong’s First Five-Year Plan and the 2026 Policy Address to support Hong Kong International Airport (HKIA) in consolidating its leading position as an international aviation hub. With the strong support of the Government, AAHK will continue to expand the aviation network, further enhance its intermodal transport network in the Greater Bay Area, develop a new ecosystem for the aviation industry, and advance various projects under the Airport City development.

Fred Lam, Chairman of AAHK, said, “We are grateful for and fully support the Chief Executive’s policy directions in the Five-Year Plan and the Policy Address to advance the airport’s development. As the Three-runway System continues to drive growth in passenger and cargo traffic, and major SKYTOPIA projects, including Hong Kong’s largest yacht bay development, are advancing at full speed, the airport has entered a new phase of development. We will continue to work closely with relevant policy bureaus, Government departments and airport business partners to take HKIA to new heights and strengthen our role as an engine for Hong Kong’s economic development.”

AAHK welcomes the Government’s continued pursuit of new bilateral air services arrangements and expansion of air traffic rights, as well as its efforts to encourage airlines to explore new destinations and add flight frequencies. These initiatives will strengthen Hong Kong’s long-haul route network, particularly connections with Belt and Road countries, actively participate in the development of the “Air Silk Road”, and enhance passenger and cargo co-operation with Belt and Road countries.

AAHK will fully support Hong Kong’s active integration into the national civil aviation development strategy. This includes continuing to encourage airlines to launch new routes and increase frequencies on existing services, particularly long-haul flights and services connecting Hong Kong with Mainland cities. With the core idea of “Trunk-Branch Connectivity, Whole-Network Linkage” being embodied by through check-in flights and convenient transit services, Hong Kong’s network as an international aviation hub will be leveraged to enhance connectivity between Mainland cities and international destinations, so as to realise the two-way convergence of domestic and international dual-circulation.

In air cargo development, AAHK thanks the Chief Executive’s continued support of the HKIA Dongguan Logistics Park project. Since the launch of the pilot scheme in 2023, international air cargo volume from the Greater Bay Area handled through the facility has continued to grow. The first phase of the permanent facility, developed and invested in by AAHK, is scheduled to commence operation in 2027 and will have an annual handling capacity of one million tonnes. The project will further support HKIA’s development of international air cargo business integrated with the Greater Bay Area market.

AAHK welcomes the Government’s plan to develop a new ecosystem for the aviation industry, including the establishment of an aircraft parts processing and trading ecosystem. In addition, the Government’s plan to introduce a new visa category to allow non‑locals to participate in short‑term training programmes in Hong Kong, as recognised by bureaus and departments, will advance Hong Kong’s development as a regional training hub.

AAHK supports the Government’s efforts to develop an internationally competitive sustainable aviation fuel (SAF) value chain. AAHK will work closely with the Government in promoting the development of new-energy industries for aviation and contribute to the country’s development in the SAF sector.

AAHK welcomes the Government’s plan to accelerate key railway and road infrastructure projects related to the Northern Metropolis, including the Hong Kong section of the Hong Kong-Shenzhen Western Rail Link, and to study the feasibility of its future southward extension, so as to strengthen connectivity between the Northern Metropolis and HKIA. AAHK will support the Government’s study and help further enhance HKIA’s transport network.

Regarding Airport City development, AAHK will continue to support the Government’s initiatives to promote the “yacht economy” and facilitate yacht travel within the Greater Bay Area. AAHK is inviting expressions of interest from global investors and industry stakeholders for the SKYTOPIA marina project, with a tender planned for next year. The first phase of the marina development is expected to be completed in 2028/29.
