ASEAN has missed the December 2008 deadline to open markets between capital cities on a multilateral basis, said the director general and CEO of the International Air Transport Association's (IATA), Giovanni Bisignani. International Air Transport Association (IATA) DG and CEO Giovanni Bisignani said the organisation's December forecast of an industry-wide US$2.5 billion loss in 2009, based on a 5 per cent drop in cargo volumes and a 3 per cent drop in passenger numbers, "is now looking very optimistic." The EU Council has adopted the European Commission directive to include aviation in the EU emissions trading system. The decision was made “without discussion” at the Council meeting of the EU Justice and Home Affairs Ministers, according to a statement.
